PRECISEU launches its Expression of Interest !

PRECISEU’s general objective is to enhance regional innovation ecosystems by promoting collaboration and shared resources in strategic areas of specialisation. It fosters innovative initiatives for the digital and sustainable transformation of healthcare and accelerates the uptake of personalised medicine across Europe. The project responds to the PM strategic agenda (SRIA) and aligns with the New European Innovation Agenda (NEIA) and the Smart Specialisation Strategies (S3). This will be implemented through the PRECISEU’s Innovation Support Programme. 

PRECISEU is proud to announce the launch of its Expression of Interest (EoI) , open from 20 May to 31 July 2025, inviting innovators, researchers, companies, and institutions to join the project’s mission to advance personalised medicine through cross-regional collaboration and innovation support. This Expression of Interest (EoI) is the first step towards accessing funding opportunities through the PRECISEU Open Call, which will support interregional projects in personalised medicine.

Please note that submitting an EoI is not mandatory and not binding. It is highly recommended as it allows early access to mentoring, matchmaking, and proposal preparation support ahead of the competitive Open Call for funding.

About PRECISEU project

The general purpose of PRECISEU is connecting innovation ecosystems across Europe to efficiently advance towards a truly personalised healthcare, transferring practices and solutions from region to region and scaling up deep-tech healthcare innovations based on advanced therapies medicinal products and health data across Europe. 

More specifically, PRECISEU aims to:

Innovation Support Programme

To achieve the connection between ecosystems , PRECISEU is launching a non-binding Expression of Interest (EoI) process.

PRECISEU is implementing an Innovation Support Programme with funnelling and monitoring phases, supporting concrete interregional projects to be implemented by consortia with research and innovation entities from participating regions; to bring innovations on the use of health data for R&I; to make ATMPs sustainable and affordable, and to introduce PM in regional healthcare systems, even in regions with lower innovation performance.

What is the EoI Call About?

The EoI is a non-binding call designed to map the landscape of stakeholders and ideas relevant to PRECISEU’s objectives. It allows organisations and individuals to express their interest in:

    • Presenting initial ideas or advanced concepts in personalised medicine

    • Offering technological expertise or services

    • Seeking collaboration opportunities

    • Joining or forming consortia

    • Taking part in future mentoring and matchmaking activities

Submitting an EoI does not constitute a formal application for funding, but it is a recommended first step to benefit from the full range of support services offered by the PRECISEU consortium.

What Support Does PRECISEU Offer?

Selected EoIs will gain access to a tailored Innovation Support Programme that includes:

Mentoring and Funnelling: Expert mentoring to refine ideas, identify funding opportunities, and build strong, balanced consortia across regions.

Matchmaking Events: Brokerage and networking activities connecting relevant stakeholders to form competitive cross-regional consortia.

Proposal Preparation Support: Hands-on guidance on developing business models, understanding market and regulatory challenges, IPR, team building, and impact assessment (e.g. gender, diversity, economic).

Expression of interest

• Eligibility: PRECISEU Regions

Conditions: Entities from PRECISEU regions listed in box 2 can submit EoIs. The feasibility will be assessed case per case.

Funneling Process

•Eligibility: PRECISEU Regions

Conditions:

•All entities from regions in box 1.

•Entities from PRECISEU regions listed in box 2 (with or without EoI) can enter the funnelling process but not lead a consortium and are not eligible for funding.

Open call for proposal of PRECISEU regions

Following the Funnelling process, we will launch the Open Call in November to fund at least four Joint Interregional Projects (JIPs). Each project may receive up to €3 million in total funding, with a maximum of €600,000 allocated per participating entity.*

• Entities from regions listed in box 1 are eligible for funding.

•Entities from regions in box 2 can participate in a consortium but are will not be eligible for funding. **

*Subject to specific eligibibility conditions of each participating region.

**Only 1 entity not receiving funding can join a consortium, either from PRECISEU regions listed in box 2 or from non-PRECISEU regions.

Open Call for proposals of Non-PRECISEU regions from EU MS and HE AC

•Conditions: The Call for proposals will be open to all entities from EU Member States and Horizon Europe Associated Countries but will not be eligible for funding. *

*Only 1 entity not receiving funding can join a consortium, either from PRECISEU regions listed in box 2 or from non-PRECISEU regions.

In November 2025, PRECISEU will launch a competitive Open Call to fund at least 4 Joint Interregional Projects (JIPs) with up to €3 million per project and €600,000 per participating entity, funding projects of 3 years maximum.

Frequently Asked Questions

 Will there be funding after the Expression of Interest (EoI)?
Yes. The EoI is a voluntary, non-binding step that gives access to mentoring, matchmaking and proposal preparation support ahead of the competitive Open Call for funding, which will be launched in November 2025.

What is the expected duration of the funded projects?
Projects can be implemented until February 2029 (date subject to changes). There is no fixed duration, but projects can last up to 3 years.

What is the maximum funding available per project and per beneficiary?

  • Up to €3 million per project.

  • Up to €600,000 per entity (non-profits funded 100%, for-profits funded 70%).

  • Entities from regions not providing FSTP funding may participate, but without funding.

How many partners should be included in the consortium?

  • Minimum: 3 partners from 3 different PRECISEU funding regions.

  • No strict maximum, but keep feasibility and regional funding constraints in mind.

Do participating entities need to provide co-financing?  Entities participating in PRECISEU projects will receive funding based on their legal status:

  • 100% funding for non-profit entities (e.g., research organisations, hospitals, NGOs).

  • 70% funding for for-profit entities (e.g., companies).

These conditions follow the same model as Horizon Europe Innovation Actions (IA).

Within these funding rates:

  • 50% of the funding will come from the European Commission (EISMEA).

  • 50% will come from the relevant regional funding authority (for example, ACCIÓ and the Catalan Department of Health in the case of Catalonia).

Please note that while this is the general rule, in some regions the share provided by the regional authority may vary slightly.

Is a clinical-phase project eligible?
Yes, projects involving advanced therapies including those in clinical phases could be appropriate, as long as they align with the call objectives (e.g., scale-up, clinical validation, adoption of PM) and TRL 6-8.
However, funding for full clinical trials may involve additional complexity and will be assessed case by case.

Can partners from non-funding regions receive part of the project budget or be subcontracted?

  • They cannot receive funding directly from PRECISEU.

  • They can participate without funding or be included as subcontractors, provided this follows Horizon Europe rules (no core activities can be subcontracted).
