PRECISEU Open Call webinar highlights key conditions for Joint Interregional Projects

The PRECISEU consortium recently hosted an information webinar dedicated to the newly launched Open Call for Joint Interregional Projects (JIPs), bringing together close to 100 participants from across Europe. The session provided applicants with a practical overview of the call’s objectives, eligibility conditions, funding model, timeline and evaluation process.

The webinar marked an important step in the rollout of one of PRECISEU’s major instruments for supporting interregional collaboration in personalised medicine. As highlighted during the session, the Open Call is designed to fund collaborative projects that can help move innovation from research into application, with a particular focus on advanced therapies, secondary use of health data and digitalisation in healthcare.

Supporting interregional collaboration in personalised medicine

During the webinar, the PRECISEU team presented the broader ambition of the project as a Regional Innovation Valley in personalised medicine — currently the only Horizon Europe Regional Innovation Valley of this kind in Europe. The call is part of a wider effort to strengthen collaboration between regions, connect innovation ecosystems and support healthcare transformation through cross-border projects.

The Open Call will allocate part of PRECISEU’s cascade funding budget to selected consortia working on mature innovation projects, expected to contribute to implementation and transformation in regional healthcare systems.

What kind of projects are being sought?

The call targets projects with a clear innovation focus and a defined level of maturity, specifically in the TRL 6 to TRL 8 range. Applicants are expected to propose solutions that go beyond early-stage concepts and show potential for validation, deployment and real-world uptake.

Selected projects should contribute to:

  • advancing personalised medicine solutions
  • fostering cross-regional knowledge transfer
  • strengthening regional innovation ecosystems
  • creating solutions with implementation potential in healthcare systems

Who can apply?

The webinar clarified that the call is open to a broad range of actors, including:

  • SMEs, startups and spin-offs
  • hospitals and healthcare professionals
  • research organisations and universities
  • public actors
  • patient organisations

A strong emphasis was placed on the interregional character of proposals. To be eligible, consortia must involve at least three beneficiaries from two different Member States, and at least three funding regions represented in the PRECISEU framework. Additional partners from non-funding regions may participate under specific conditions, but their role and funding implications must be carefully considered.

Funding model and regional specificities

A central topic of the webinar was the funding model, which reflects the complexity of combining European and regional resources. PRECISEU’s financial support to third parties is based on a cascade funding mechanism, with regional funding agencies playing a key role in the allocation of funding to project partners.

The consortium also explained that regional conditions may vary, including: available funding levels, pre-financing models, state aid rules, reporting and administrative requirements. For this reason, applicants were strongly encouraged to consult the regional annexes carefully and contact their regional representatives to clarify specific conditions applicable in their territory.

Application process and timeline

The PRECISEU team confirmed that the call is open from 13 April 2026 until 14 June 2026 and follows a single-stage submission process. Applicants are required to submit a complete proposal in English, including:

  • administrative information (Part A)
  • project description (Part B)
  • budget template (Part C)
  • declaration of honour

Proposals will undergo an admissibility and eligibility check, followed by evaluation by external experts. Projects will be assessed according to three main criteria: relevance, quality and impact. Successful applicants are expected to prepare grant agreements over the summer, with selected projects planned to start from 1 October 2026.

Ongoing support for applicants

The webinar also underlined that support for applicants does not end with the session itself. PRECISEU will continue to provide guidance through the official project email for applicant support, updated FAQ documents, the B2Match platform for partner search and consortium building and regional webinars organised by funding agencies.

Participants were encouraged to continue using these channels to refine their project ideas, identify partners and clarify any remaining doubts.

Looking ahead

The Open Call webinar made clear that PRECISEU is not only offering funding, but also trying to create the conditions for stronger interregional collaboration in personalised medicine. By combining support for innovation with coordination across regions, funding agencies and ecosystems, the initiative aims to contribute to a more connected and resilient European healthcare landscape.
